Sheila Jackson Lee, D-Texas. "And why are we so afraid to give the answer that might be politically damaging - that America is not safe."The report, "America at Risk: Closing the Security Gap," highlighted the need for a unified terrorist watch list, the susceptibility to attack of the country's food supply, electrical supply and other basic systems and the vulnerability of seaports and airways.According to the report, the DHS has yet to complete a comprehensive "threat and vulnerability assessment to set priorities and guide our strategy." Such a report would quantify which weaknesses require more attention.The report, prepared by Democratic members of the House Committee on Homeland Security, also says DHS is severely under funded.
