The Workers' Compensation Board, an independent board established by the government of Saskatchewan, the province's no-fault workplace injury compensation system, serves the province's one million residents and 35,000 employers. The Board is migrating its Web presence onto the BEA platform as part of an initiative designed to make the organization more agile and more responsive to the needs of workers, caregivers and business operators. The new portal can be designed to provide users with more self-service capabilities related to billing, claims submission and reporting and to help facilitate integration between the Board's core business applications and the systems used by partners, such as hospitals and healthcare clinics. The portal will be designed to employ a service-oriented architecture (SOA) designed to help maximize flexibility and minimize costs through code reusability and standards-based development and integration.

The Workers' Compensation Board evaluated BEA WebLogic Platform and IBM's WebSphere integration and portal offerings. After completing a thorough cost analysis, the Board determined that the IBM solution would cost significantly more than the BEA solution over the first five years in production. The cost analysis took into consideration software licenses, maintenance, development, personnel training, and hardware. In addition to the cost differential, the Board determined that there was a difference in the ease-of-use of the offerings, which the Board believes could help it bring solutions to market faster on the BEA platform than on the IBM platform.
