Stricter Rules For Modified Crops

Laptop Battery In an effort to prevent contamination of the food supply, the Agriculture Department announced stricter rules yesterday for crops that are genetically modified to produce pharmaceuticals or industrial chemicals.

Microsoft The growing of such crops, sometimes called pharming or biopharming, is in the experimental stage. Companies in the field say the process may one day manufacture proteins for pharmaceuticals at lower cost and in greater amounts than is now possible. Genetically modified crops might also allow the development of vaccines that can be eaten instead of injected.

Laptop Computers But there are concerns that such crops might inadvertently enter the food supply, posing a possible danger to public health and forcing costly recalls. Such fears were stoked by two incidents last year in which a biotechnology company, ProdiGene of College Station, Tex., allowed corn with pharmaceuticals to intermingle with food crops, though the lapses were discovered before the food was eaten. Regular crops do not have the genes to produce pharmaceuticals.

Laptop Computer The Agriculture Department said it would begin to inspect each test plot at least five times a growing season, starting in the spring. In the last growing season, the plots were inspected as rarely as once. Regulators will require greater distances between food or feed crops and plants with pharmaceuticals. Growers will also be required to maintain separate storage and planting and harvesting equipment.

Katz runs the company with 22 paid employees and 300 volunteers who give technical support to new users and are compensated with free memberships (remember those days at AOL ). He rents space in two AT&T data centers, one in Manhattan, another inSecaucus, N.J., with $700, 000 worth of computer equipment, end servers from Dell Computer and five IBM Unix servers. The $2 million annual payroll is his biggest expense.

Desktop Computer "It's very important we regulate in a way that allows this technology to proceed, so we can reap the benefits of it," Agriculture Secretary Ann M. Veneman told reporters.

Notebooks But the department did not adopt a rule that the food industry and some environmental groups preferred. That provision would have required that just nonfood crops could be used to produce pharmaceuticals.

Lenovo Cindy Smith, who heads the biotechnology regulatory section in the Agriculture Department, said such a move would not have removed the risk of contamination completely because even nonfood plants could be mixed with food crops. The best approach, Ms. Smith said, is strict regulation to prevent intermingling.

Hard Drive The rules do not outlaw biopharming in the heart of the Corn Belt. The biotechnology industry had proposed that idea, but Midwest politicians opposed it, saying it would deny farmers an opportunity to grow what could be lucrative crops.

Travelstar Ms. Smith said increasing the distance between pharmaceutical and conventional crops would make it much less practical to grow such corn in the Corn Belt. Corn with pharmaceuticals that is allowed to pollinate freely will have to be kept one mile from other corn, double the previously required distance.

Gateway Rhona Applebaum, executive vice president and chief science officer of the National Food Processors Association, said, "We are encouraged, but we do believe more is going to be needed."

Laptop Parts Ms. Applebaum said she was not sure whether the rules would ensure that absolutely no pharmaceuticals or industrial chemicals entered food.

Software "The bar is set at 0 percent contamination," she said. "Even a little makes food adulterated, and adulterated food has to be pulled off the shelf."

Hard Drives Environmental and consumer groups opposed to genetically modified foods said they would sue to stop field trials.

Electronics "By allowing pharmaceuticals to be grown in food crops, it is just a matter of time before another mistake happens and contamination occurs again," said Richard Caplan of the Public Interest Research Group.

Canon The new rules, to be published on Monday in The Federal Register, bar land used for biopharming from being planted with a food crop the next year. One ProdiGene incident was on land planted with soybeans the year after ProdiGene had grown its corn. Some corn stalks sprouted from seeds left in the ground and were mixed in with soybeans.
