McGreevey Slows Down Fast-Track Law

Laptop Battery Gov. James E. McGreevey ordered yesterday that a controversial new law aimed at speeding up building approvals and related environmental permits not be implemented for at least seven months.

According to the indictment, Jones would steal various IBM and Penguin computer servers from Verisign's warehouse in Virginia and sell them to Johnson. Johnson would then sell the servers to several individuals, who would sometimes place them for sale on eBay. As a result of this scheme, the indictment alleges that Jones and Johnson caused Verisign to lose more than $120, 000 worth of computer equipment. In the indictment, Jones and Johnson are charged in three counts with causing the interstate transportation of stolen property, namely IBM 330 and 335 servers, in violation of 18 U.S.C.

Microsoft Environmentalists, who have blasted fast-tracking as the most dangerous policy idea in decades, said McGreevey's order would give them time to try to persuade the Legislature to reverse the law.

That would be followed by another public comment period that could last up to a year.

Canon The executive order states that the rules must leave time for "reasonable public notice and opportunities for public comment," even on fast-tracked decisions. That clause could serve as an excuse to stretch the 45 days, development advocates worried.

Desktop Pc Furthermore, the order stresses that the rules must match federal standards when it comes to a vast array of environmental programs -- from toxic-waste cleanups to endangered species protection to coastal development. That could be read to exempt those numerous programs from fast-tracking, environmentalists and business advocates said.

Think Pad Codey was out of town and not available for comment late yesterday, but Assemblyman John McKeon, a fellow Democrat who is close to Codey, characterized McGreevey's order as "appropriate."

Repair "I think this is his way to ensure that there are no unintended consequences," McKeon said.
