Laptop Battery The U.S. Army Corps of Engineers is reconsidering its plan to eradicate phragmites in the wetlands east of town, but this might jeopardize a much larger beach-protection project.
The U.S. Army Corps of Engineers, lying areas of Hudson and Bergen counties in the Meadowlands, year, $1.9 million computer model on waterways in the region.
Thinkpad After three hours of public comment at the Fire Hall on Tuesday night, Carmen Zappile, the project manager for the Army Corps of Engineers, said the agency will reconsider the plan.
The Army Corps' page color pamphlet distributed and available at city halls in Longport, Margate and Ventnor is titled " The Planning Behind the Project." In it, the Army Corps explains why it is proposing beach fill and a dune system for the island's 8. mile oceanfront. The Corps outlines each of the 14 plans initially considered for providing storm protection and also why the officials concluded that the beach fill with dunes option fit best.
Microsoft Officials with the New Jersey Forest Fire Service alleviated fears about a plan to burn the reeds, but some still worried that the use of herbicides would hurt wildlife, endanger people or pollute private wells.

Laptop Computers Zappile said options include another presentation on the use of herbicides to "increase the comfort level" of residents, or reducing the scope of the project from more than 90 acres to about 10 acres.

Laptop Computer Zappile said it is not his decision to make, but he would consult state officials and "my higher ups" at the Army Corps. Zappile also warned that killing the marsh work might jeopardize a larger $15.8 million beach project to rebuild the eroded strand from the west side of Cape May into Cape May Point. The phragmites eradication gets the project started, and once it begins, federal funding is locked in for all the work.

Desktop Computer "Are we putting the entire project in jeopardy?" asked Sally Sachs, who chairs the Cape May Point Environmental Commission.
Notebooks "Logically, it shouldn't. Bureaucratically, it may," Zappile said.
Lenovo Mayor Malcolm Fraser, faced with strong opposition to using the herbicide Rodeo to kill the phragmites, was willing to compromise by treating a much smaller area. He suggested a 10-acre area near Shallow Pond, which is not near residential areas.
Hard Drive "We'll work something out. We're not going to lose this project," Fraser said.
Travelstar The mayor blamed outside interests - he called them "self-serving environmental people" - for coming to the meeting and stirring up opposition to the approved project that is set to begin sometime after Sept. 22. Congress has already authorized funding for the work.
Gateway South Dennis environmental activist Ruth Fisher and Jane Nogaki, of the New Jersey Environmental Federation, led the opposition to using herbicides, but residents who live near the phragmites, led by Vince Pellegino, of West Cape May, also questioned the plan.
Laptop Parts West Cape May Mayor Robert Jackson, whose town would receive flood protection from the project, also expressed concern for endangered treefrogs living in the wetlands. Jackson said it is not fair to stop people from building in treefrog habitat and then turn around and kill the amphibians. He suggested excavating the phragmites.
Software "I don't want to see the project stopped, but I don't think this component is necessary," Jackson said.
Hard Drives Residents proposed other methods to control the phragmites, including mowing, having those who owe community service cut them, or using goats, sheep or cows to keep them in check. Some residents remembered when farmer Les Rea grazed cows in the area and this kept the phragmites down.
Electronics Zappile said he was confident the best method to attack the pesky marsh plant is to use herbicide when the plant is drawing reserves into its root system in the fall. The next step is to burn the dead stalks.
Canon The meeting began with Patrick Fellion, of Northern Ecological Associates, a consultant for the project, explaining how the wetlands would eventually be planted with beneficial marsh plants that are being crowded out by the phragmites. Seeds from some surviving amid the phragmites have already been gathered while others have been dug out and will be replanted later.
Desktop Pc The wetlands here sport five endangered plants, including collared dodder, larger buttonweed, small bedstraw, awl-leaved rush, and cut-leaved water milfoil. There are six other "species of concern," including blue boneset, Carolina fimbry, whorled pennywort, loblolly pine, seabeach purslane and narrow-leaved wild crabapple.
Desktop Computers Officials at Cape May Point State Park and The Nature Conservancy, which own most of the land, support an effort to control the phragmites.
Think Pad "We've sprayed for over eight years with backpack sprayers. This is a front-line effort to keep the phragmites from taking over the rare plants in that area. It's been a losing battle, and we've given up over the last two years," said Jay Laubengeyer of The Nature Conservancy.
Repair Nogaki said the chemical in Rodeo, glyphosate, is toxic and should not be sprayed in an area with endangered species. She questioned whether the reed even has to be controlled.
Data Recovery Glenn Sullivan, of Allied Biological, the company supplying the chemical and performing some of the spraying, said glyphosate is approved for such applications even near lakes used for drinking water.
Cisco Central Avenue resident Anita Van Heeswyk supported the project and noted that public hearings on it were held years ago, and there was no opposition. Van Heeswyk said she left those meetings with "a comfort level" on the chemicals being used.
Keyboard "It's a fantastic plan. It's well thought out, and a huge amount of work and a lot of studies have gone into it," Van Heeswyk said.
Monitor Several weeks ago, some West Cape May residents expressed concerns about the "controlled burn" of the phragmites planned for some time during the winter. Arnold Liepe, a state fire warden for the area, seem to allay the fears by explaining all the safeguards.
Desktop The burn would be done with a wind blowing out to sea, fire departments would be there, portable pumps would be in area creeks, and a helicopter would be on standby to supply water. Liepe also agreed to smash the phragmites near homes so the fire would not burn up to the houses, some of which are 15 feet from the marsh. Liepe said the residents near the marsh should be more concerned about having the reeds, a known fire hazard, growing so close to their homes.
Infosys Fraser said the opposition is liable "to delay everything" or possibly "shoot the whole project out of the water." His borough has been waiting for the beach project for decades. The federal government has even agreed to increase the normal funding from 65 percent to 80 percent because the Army Corps' construction of twin jetties at Cold Spring Inlet caused erosion in the area.
