Laptop Battery Essex County's decade-old recycling program got a major boost yesterday when the state Department of Environmental Protection announced the county would receive a $859,000 grant, more than double the amount it received last year.
With the electronics industry churning out faster and fancier computers and televisions, up of castoffs is a nationwide problem. More than 50 bills were introduced in 29 states this year to consider the problem, but none of the others goes so far as the legislation Davis signed Thursday. A national computer recycling bill introduced in March by Rep. Mike Thompson ( St. Helena), which would impose a fee on new computer monitors to fund recycling, is before a House committee.
Thinkpad The county and the Essex County Utilities Authority will use the money to expand the county's popular hazardous waste collection and computer and electronic equipment recycling programs. The county will hold two hazardous waste collection days and two computer recycling days this year, beginning with the first event May 1.

Microsoft The grant is the state's way of initiating Gov. James E. McGreevey's plan to focus on recycling and waste reduction in New Jersey counties, said DEP Commissioner Bradley Campbell. "We can only achieve those goals through a partnership at the local level," he said.

Desktop Computer "There are not many county executives who would clear their desks for hazardous waste," Campbell joked.
Notebooks DiVincenzo, who was endorsed by the environmental group Sierra Club during his election, said he lobbied the state for more money to develop the collection program. "There's nothing more important than the environment," he said.
Lenovo The ECUA, the agency that oversees the county's solid waste collection system, began the hazardous waste program in 1994.
Hard Drive The first year, 885 people showed up with 42 tons of paint thinners, propane tanks, automotive fluids and other hazardous waste.
Travelstar Last year, 1,501 people dropped off a record 71 tons of hazardous materials.
Gateway When the program began, the ECUA held collections several times a year at various locations, but the cost was overwhelming.
Laptop Parts To complete one collection day -- marketing the event, advertising it, amassing the materials and hauling the trash to a vendor, the ECUA spends $150,000, said Elmer Herrmann, ECUA counsel and acting executive director.
Software Last year, the ECUA added a day for computer and electronic equipment recycling. More than 500 county residents turned out, toting 55 tons of hard-to-get-rid-of junk.
Hard Drives This year, the state grant will fund the four collection days, more advertising, surveys and enforcement, Herrmann said. Last year, the county received just $419,000 from the state.
Electronics In previous years, the county received no money because it did not apply under the administration of former County Executive James Treffinger, Campbell said.

Desktop Pc Herrmann said the grant could help reduce the amount of trash municipalities haul to a Newark incinerator and nonhazardous materials that are not considered trash, such as mattresses and other bulk items, to a landfill in North Arlington under an ECUA contract.
Desktop Computers The reduction could lower the fees municipalities pay for the service, he said.
Think Pad But Jerome St. John, chairman of the ECUA board, said saving money was never the driving issue of expanding the program. "This is not an economic issue," he said. "This is an environmental issue."
