Microsoft Defenders of the Bush environmmental budget, such as business groups, said the cuts would simply force agencies to spend more wisely. But environmentalists said the public would balk at the proposed cuts even if the reductions help pay for increases in defense spending.
The report, produced by the National Research Council, was immediately hailed by opponents of drilling in the Arctic National Wildlife Refuge, which lies east of established oil fields and is the only part of America's only stretch of Arctic coastline that for now is off limits to drilling. Advocates of drilling called it biased. Administration officials said improved techniques would lessen the environmental impact of future drilling.

Desktop Computer But supporters of the cuts said Bush's proposals are hardly Draconian and will, if anything, require agencies to watch their money more carefully. With so much money being redirected to the military, some observers said yesterday the few cuts to environmental programs were relatively small compared with other agencies. The EPA is scheduled to have its budget reduced by about $500 million, to about $7.6 billion; the agency also will stop filling job openings in its enforcement division.

He is also considering more leases for drilling on the outer Continental Shelf and increased oil and gas production in the National Petroleum Reserve in Alaska.
