OSHA Fines BP $2.4 Million for Safety and Health Violations

(AXcess News) Secretary of Labor Elaine L. Chao announced today that the United States Senate has confirmed Edwin G. Foulke Jr. of South Carolina as assistant secretary of labor for occupational safety and health. President George W. Bush nominated Foulke Sept.15, 2005, to head the Occupational Safety and Health Administration (OSHA). "Ed has extensive knowledge and experience in workplace safety and health issues that he will put to use to protect workers and promote employer compliance, " said Secretary of Labor Elaine L. Chao.

Laptop Computers OSHA's Toledo Area Office initiated an inspection at the Ohio refinery in response to an alert issued by OSHA under the EEP. The inspection resulted in 32 per-instance willful citations, with penalties of more than $2.2 million. OSHA cited BP for locating people in vulnerable buildings among the processing units; failing to correct de-pressurization deficiencies; failing to correct deficiencies with gas monitors; and failing to prevent the use of non-approved electrical equipment in locations in which hazardous concentrations of flammable gases or vapors may exist.

According to the latest figures from the National Safety Council (an environmental watchdog group in Washington) in 1998, 20 million computers had become obsolete in the United States alone, and only 14 % of them have been recycled or donated.1 It is expected that by 2004 the number will raise to 315 million.2 The companies which would rather dump their old computers in landfill sites instead of recycling them risk damaging public health, industry experts have warned.3 Computers are made out of hazardous toxic chemicals, acid rain, air pollution, ...

Laptop Computer BP was fined an additional $140,000 for two willful violations. The company neglected to develop shutdown procedures and designate responsibilities, and failed to establish a system to promptly address and resolve recommendations made after an incident when a large feed pump failed. Three years later those recommendations had still not been implemented.

The study found that more than half the accidents it tracked, which resulted in 108 deaths, involved chemicals not covered by either OSHA or E.P.A. regulations. Ms. Merritt said that the health and safety administration had 180 days to respond. A spokesman for the health and safety administration said the agency would study the recommendations once they were received. The board discussed its findings at a public meeting in Houston, which has been the site of various chemical accidents over the years.

Desktop Computer Another $35,000 in penalties was issued for five serious violations, including failure to develop operating procedures for a unit that removes sulfur compound; failure to ensure that operating procedures reflect current operating practice in the Isocracker Unit; failure to resolve process hazard analysis recommendations; failure to resolve process safety management compliance audit items in a timely manner; and failure to periodically inspect pressure piping systems.
