ITAA Blasts EU for Compromising Internet Governance

The growth and impact of the Internet have been driven by its openness, transparency, and bottom-up processes, not government interference. The Internet is a network of networks, and its success is based on a decentralized, distributed concept of responsibility. While its governance mechanisms are not perfect, multiple institutions with significant levels of expertise already exist to address outstanding issues and offer corrections that meet the needs of government and non-governmental stakeholders alike.

Instead, WSIS has opted to defer its mission and pursue the chimera of Internet governance.

Today, the Internet Corporation for Assigned Names and Numbers (ICANN), a private sector, non-profit organization, provides the narrowly focused technical coordination functions needed to make the Internet trains run on time. ICANN operates under a memorandum of understanding with the U.S. government, but U.S. government involvement is limited to a review of ICANN processes, not oversight of its decisions or outcomes. Stirring controversy over the U.S. role may be useful politically for some European countries, but it does little to advance the interests of millions of worldwide Internet users in the developing or developed world.

To the extent that oversight is required, the ICANN governance structure reflects stakeholder interests and operates with open elections. Compare that to a recent WSIS preparatory meeting that allowed only the full participation of government representatives and conferred decidedly second-class citizenship to the private sector observers in attendance. So much for the information society.

The EU proposal is clearly stated if not well considered. Rather than rewrite history, here's a better suggestion. Focus on delivering the benefits of the Internet, a virtual locomotive, not on driving the train.
