Thinkpad Meanwhile, the Mercer County Improvement Authority, which on Friday moved to fire Central Jersey Waste and Recycling, raised the stakes this week by filing a civil lawsuit Monday against the company alleging intentional fraud and racketeering.

Desktop Computer Former MCIA Executive Director James Lambert, who resigned as a Central Jersey Waste executive two weeks ago, and former company owner Alex Abdalla are cooperating with the FBI in an apparently unrelated federal pay-to-play investigation involving county contracts, sources say.
Notebooks Criminal Justice spokesman John Hagerty said the division's environmental crimes bureau will investigate the recycling hauler and its five-year, $14.5 million contract in response to a request from the MCIA.
Lenovo Hagerty did not provide further details, although current MCIA Executive Director Steve Dixon said authority officials will meet soon with state investigators to supply information.
Hard Drive The MCIA uses money from the sale of recycling to defray the cost of the program. Various kinds of recyclable paper are supposed to go to Homasote Co. of Ewing, which has a contract to pay no less than $30 a ton for the material.
Travelstar But over a three-year period, revenue from recycling paper dropped by more than half, according to the lawsuit.
Gateway The drop prompted an MCIA investigation from July through September that found 24 Central Jersey Waste trucks delivering recyclable paper to other facilities.
Laptop Parts Through discussions with a company called Accurate Document Destruction Inc. of Hamilton, the lawsuit said, MCIA enforcement officials confirmed that Central Jersey Waste had delivered Mercer County recyclable paper and sold it to the firm over a two-year span.
Software Accurate Document Destruction is not believed complicit in the alleged fraud, Dixon said.
Hard Drives The MCIA will send out documents today to launch bidding on a new recycling contract, Dixon said. Central Jersey Waste has agreed to stay on the job until a new contractor is found, he said.
Electronics Abdalla, who sold Central Jersey Waste in April, is named in the suit as a defendant.
Canon Lambert is not named, although Dixon said the authority reserves the right to add defendants to the suit if circumstances dictate.
Desktop Pc Efforts to reach Lambert and Abdalla were unsuccessful.
Desktop Computers The federal probe has Harry Parkin, chief of staff to County Executive Robert D. Prunetti, under examination. Lambert and Abdalla are co-defendants in a suit filed by Parkin involving an alleged loan default of $94,000.

Repair Central Jersey Waste was awarded the recycling contract, which sources say is a key element of the federal probe, in December 1999 after two rounds of bidding. The second round occurred after Longview of Mercer County emerged as the sole bidder in the first round.
Data Recovery Longview, which bid $1 million higher, sued to overturn the contract but failed.
Cisco Lambert stirred suspicion by jumping to Central Jersey Waste as president in June 2000, although a county ethics board review turned up no impropriety.
