Notebooks Link said he and Quaranta began the process of sorting out the myriad laws and permits needed for an offshore wind farm about four years ago. It could take another three to five years until any of the wind farms gets the required permits that will be needed from perhaps 50 federal and state agencies, he said.

Refurbished Jeff Tittel, director of the Sierra Club's New Jersey chapter, said the club supports the concept of wind power, but it also has concerns about migrating birds possibly flying into the spinning turbines.

Intel In addition to permits, Winergy ultimately will have to raise significant amounts of money to build any wind farms. The Asbury Park project would cost $528 million while the much larger Avalon-Stone Harbor project would cost $1.45 billion, Link said.
