Laptop Battery A Senate committee on Thursday advanced a Republican bill that would require companies running chemical plants and refineries to draft vulnerability assessments and public safety plans and submit them to the U.S. Department of Homeland Security.
Senate Majority Leader Tom Daschle ( S.D.) on by amending the homeland security bill (whose language will be finalized today) with a provision by Sen. Jon Corzine ( N.J.). It would beef up security at plants containing hazardous chemicals while guaranteeing the public the right to such basic information as which chemicals are there.

Desktop Computer The senator did not say he would oppose the bill, but rather claimed he would work to improve it during debate on the Senate floor.
Notebooks Corzine last year, when Democrats controlled the Senate, served on the Environment and Public Works Committee. In July 2002, that panel unanimously passed his bill related to chemical security.
Lenovo Corzine's measure would have compelled high-priority chemical plants to assess their terrorism vulnerabilities and make changes, as needed, to prevent terrorists from causing huge industrial accidents. In some cases, facilities would have been required to change their policies, using safer compounds when they could do so.
Hard Drive The senator's bill never came to a Senate vote. It was opposed by the American Chemistry Council, the Farm Bureau and other industry groups.
Travelstar Now that Republicans have taken over control of the U.S. Senate, Corzine has been bumped from the Environment and Public Works Committee and he has not played a role in drafting the committee legislation.
Gateway But U.S. Sen. James Jeffords, the Vermont independent and a member of the panel, on Thursday echoed Corzine's sentiments, criticizing the committee bill for relying upon voluntary industry compliance.

Software U.S. Sen. James Inhofe, chairman of the committee, claimed the measure would authorize the Department of Homeland Security to "regulate" the site security plans that companies develop for their refineries, chemical plants and the like.
Hard Drives Inhofe, R-Okla., said the bill would authorize the U.S. Homeland Security Department to order facilities to take specific preventative actions when faced with imminent threats.
Electronics "I think the bill we have before us today represents a balanced, common sense compromise that provides a strong, mandatory federal role governing security at chemical facilities," Inhofe said.
Canon The U.S. Environmental Protection Agency has identified 123 industrial facilities for which a release of toxic chemicals would expose more than 1 million people to noxious fumes. Seven of the potential target plants are located in New Jersey.
