Not Virtualizing Everything, License question Windows 2003 Server Standard

I've commented before on how I generally object to plans to virtualize absolutely everything in the data center. I need some quick help regarding licensing on my new Windows 2003 Server. New machine from Dell. I purchased with 15 additional CALS (user) licenses. I don't think dell installed them but not sure. I am going to use this machine as a standalone server/not dC i.e., in Workgroup mode. I have the certificates and I selected "user/device" when prompted during setup. When I click on Licensing, I get "The License Logging Service is not running ..." Any help on making sure that I have all ....
