Between 30 and 58% of Grade III kids on PEI are below where they should be. Think about this for a minute. We have a system that has a "failure rate" of between 30 and 58% and there is no crisis merely a disappointment. But is this a school problem? The point of this post is to say "Only Partly" - The real problem is somewhere else. Our greatest risk is that we are not looking at the root of the problem and so may never be able to fix this.
