Laptop Battery Over the past 6 months several groups and chapters have asked
about if they can participate in public events challenging the
Patriot Act or Patriot Act II. At the time we asked our grassroots
leaders to hold off because we did not have a national position. At
it's meeting last week the Board approved a Conservation Governance
Committee position statement which is printed below. With this
position in place it is fine for Chapters and Groups to participate
in events in furtherance of this position.
But back to my point about timing being everything. The New York Times, which broke the story, admits that they sat on the story for about a year due to claims by Bush's staff that the publication of the story could negatively affect national security. Sounds almost patriotic until you start to question why the Times decided to break the story on the day the Senate addressed the Patriot Act extension In fact, today's Democrat talking points included references to the NSA spy story during any televised debate on the Patriot Act.
Thinkpad That said, we request that Chapters and Groups not sign on to
national letters, statements, or ads on this topic unless the
specific language has been approved by the VP for Conservation or
his designee. We want to make sure that we speak with one voice and
not all organizations that oppose the Patriot Act are expressing
their opposition with our message. We want to bring our own
environmental perspective to this debate. If you have any
questions, feel free to contact me.

Laptop Computer In 2002 the Sierra Club Board of Directors recognized "the
urgent need to improve global and domestic security in a peaceful
and just manner." The Club recommitted itself to being "a strong
advocate for improving environmental security and for opposing
initiatives that would weaken environmental safeguards, the rule of
law, public notification, and public participation under the guise
of improving security."

Desktop Computer In keeping with that commitment, the Club has opposed key
provisions of the Homeland Security Act of 2002 that would weaken
public access to vital environmental information necessary to
protect the public from environmental risks. The Club has joined
with civil liberties and other environmental groups to support the
Restoration of Freedom of Information Act of 2003 to restore the
vital flow of information in a democratic society and to protect
whistleblowers who are protecting the public safety and
welfare.
Notebooks The Sierra Club also opposes attempts at the state and local
levels to restrict access to vital environmental information and to
outlaw environmental advocacy under the guise of combating
terrorism. We urge all of our chapters to vigorously oppose such
initiatives.
Lenovo The Sierra Club is alarmed by the steady erosion of civil
liberties and human rights that has been accelerated by passage of
the USA-Patriot Act and the further erosion embodied in the draft
of Patriot Act II. While tightened security measures are necessary
to prevent future terrorist attacks and to enhance global and
homeland security, we believe the Bush Administration has moved too
far toward creating a police state where the rights of innocent
people are sacrificed. The Patriot Act grants unprecedented
surveillance powers to the government, powers that could easily be
abused, including misuse against environmental organizations. This
has had a chilling effect on the right to dissent in a civil and
non-violent manner. At the same time the Bush Administration has
failed to adequately fund and lay plans for protecting vital and
vulnerable infrastructure within the United States. We urge the
Congress and the Administration to narrow, rather than broaden,
federal authority embodied in the USA-Patriot Act so that law
enforcement officials have the tools necessary to interdict, track
down, intercept, and disarm terrorists without jeopardizing the
civil liberties and freedoms embodied in the Bill of Rights.
