Laptop Computers New Jersey DEP Commissioner Bradley Campbell, who signed the agreement Friday, said it was a major victory for the Garden State's environment.
Gov. Gary Locke on Wednesday signed into law standards for new power plants that will force energy producers to fund environmental projects to partially make up for the pollution they create. The governor said the changes will reduce carbon dioxide emissions while cutting the time needed to get new power plants approved. ``Having clear standards in place will decrease CO2 emissions that lead to global warming, create more certainty for businesses, decrease rulemaking costs and speed up permitting processes by as much as a year, '' Locke said at a signing ceremony.

Desktop Computer Under terms of the agreement, PPL will permanently shut down its two existing coal-fired power generators at the Martins Creek plant or repower them with clean coal technology by Sept. 15, 2007.
Notebooks PPL also will reduce sulfur dioxide emissions from Martins Creek no later than May 1, 2004, by reducing permitted emission limits for the coal-fired generators by 20 percent, and for the plant's two oil-fired power generators by 30 percent.
Lenovo The coal generators produce up to 300 megawatts of electricity, while the oil generators produce up to 1,600 megawatts.
Hard Drive PPL will switch to a Pennsylvania coal with a lower sulfur content to supply the coal-fired generators next year.
Travelstar The shutdown or repowering of the coal-fired generators will result in improved public health and air quality benefits because of reduced emission of air pollutants, according to a Pennsylvania DEP news release. The emission reductions go beyond federal or state environmental requirements.
Gateway PPL could sell the pollution credits to another firm but has agreed to donate them to the Pennsylvania Environmental Council, a nonprofit environmental organization that will permanently retire the credits so these emissions will never be released into the atmosphere, according to a news release.

Software The Environmental Protection Agency classifies portions of Warren County as a "nonattainment area" for national air quality standards. Critics of the coal-fired generators believe they are the cause of the mostly rural county's poor air quality. Moreover, a survey by the Belvidere Environmental Commission has found that the rate of asthma in the town is twice as high as the state average. A study of the entire county is ongoing.
Hard Drives The agreement marks the first time a state has been able to negotiate the shutdown of a coal-fired power plant outside its borders -- an essential complement to New Jersey's efforts to set more protective emissions requirements for facilities inside the state, Campbell said when the agreement was announced in May.
Electronics Prior to the 2001 permit grant, New Jersey environmentalists, citizens and politicians lobbied Pennsylvania's regulatory officials to approve PPL's new plant only under the condition that the utility lower the emissions of sulfur dioxide from its existing plant. Their efforts included public hearings and trips to Washington, D.C., to solicit help from federal officials, but the Pennsylvania DEP approved the plan without requiring emissions reductions.
