Report: Expand Delaware Bridges

Laptop Battery Spending up to $178 million to expand the Scudder Falls, Calhoun Street and Route 1 bridges across the Delaware River is one of several solutions for unsnarling a looming traffic nightmare on local spans, according to a report released yesterday by the Delaware River Joint Toll Bridge Commission.

Microsoft "The study gives us a blueprint for some of the things we're going to have to do to avoid gridlock in the future," said Harry Parkin, commission chairman. "We're going to have a problem unless something is done."

Laptop Computer "We know it's coming and if we don't do something, everybody's going to be sitting in it," Parkin said.

Katz runs the company with 22 paid employees and 300 volunteers who give technical support to new users and are compensated with free memberships (remember those days at AOL ). He rents space in two AT&T data centers, one in Manhattan, another inSecaucus, N.J., with $700, 000 worth of computer equipment, end servers from Dell Computer and five IBM Unix servers. The $2 million annual payroll is his biggest expense.

Desktop Computer The 90-page report studied several options and recommended:

Notebooks -- Expanding the Scudder Falls Bridge, which carries Interstate 95 over the Delaware River, from four to six lanes.

Lenovo That would cost an estimated $117 million and involve rebuilding ramps at Route 29 and Taylorsville Road and expanding I-95 to six lanes as it approaches the bridge in Pennsylvania and New Jersey.

Hard Drive The four-lane, 1,760-foot bridge, built in 1961, carries a daily average of 54,600 vehicles.

Travelstar -- Increasing capacity at the Calhoun Street bridge by either building a new four-lane bridge at a cost of $41 million, building a new two-lane bridge for $27 million, implementing reversible lanes or making it a one-way span.

Gateway If it is made one-way, the Trenton Makes Bridge would be made one-way in the other direction.

Laptop Parts The two-lane Calhoun Street Bridge was built in 1884 and carries a daily average of 21,900 vehicles. The Trenton Makes Bridge, built in 1928, is about a mile south of Calhoun Street and carries a daily average of 16,113 vehicles.

Software -- A new $20 million northbound lane on the five-lane Route 1 Toll Bridge, which was built in 1952 and carries a daily average of 48,900 vehicles.

Hard Drives The new lane would ease severe traffic problems caused by the Pennsylvania Avenue interchange in Pennsylvania and the Route 29 interchange in New Jersey. The new lane would be an exit-only lane for Route 29.

Electronics -- Spending $40 million to build an NJ Transit passenger rail station in Morrisville, Pa.

Canon -- Spending $10 million to provide express bus service between the Oxford Valley Mall in Middletown, Pa., and the Quaker Bridge Mall in Lawrence, with several park-and-ride lots in between.

Desktop Pc The study examined extending the Southern New Jersey Light Rail Line, scheduled to begin operating next year, from Trenton to the West Trenton rail station and spending $220 million on a new bridge from Falls, Pa., to Hamilton, but recommended against them because a new bridge would cost too much and both projects would fail to relieve bridge congestion.

Desktop Computers Parkin said the commission will review the report, discuss it with various government agencies and listen to public comment as it plans its next step.

Think Pad "This was the first step in a long process," he said.

Repair While no decisions have been made, the commission considers expanding the Scudder Falls Bridge a priority, said Linda Spalinski, strategic planning and community affairs director for the commission.

Data Recovery "That is a regional facility and it has a high volume of traffic," Spalinski said. "It makes it a priority."

Cisco The study found increased traffic on the Scudder Falls Bridge would cause rush-hour congestion to expand beyond the current two hours during the morning commute, if no improvements are made.

Keyboard "That bridge is critical," Parkin said.

Monitor Spalinski said engineering and environmental studies on expanding the Scudder Falls Bridge need to be completed. She estimated construction could be about four years away.

Desktop Rebuilding the Scudder Falls Bridge would require cooperation, Spalinski said, between the commission and the Pennsylvania and New Jersey transportation departments. Both agencies yesterday said they are willing to cooperate.

Infosys "We are most certainly on board," said Andy Warren, PennDOT's district administrator for the Bucks County area.

Refurbished Laptops Micah Rasmussen, spokesman for the New Jersey Department of Transportation, said: "We completely agree on the need for more capacity on the bridges."

Wipro Spalinski said the commission does not have to decide on every proposal at once because the projects can advance on separate schedules.

Lap Top The commission plans to pay for the work with money generated from toll increases on its seven toll bridges. The toll increase, designed to raise $526 million for a 10-year improvement program, was approved in December, but will not be implemented by the commission until E-ZPass is installed on its seven toll bridges, likely by the end of the year, Spalinski said.

Refurbished The increase will raise tolls on the bridges to $1.

Memory Building a bridge from Falls to Hamilton was proposed in the 1970s and reconsidered in the 1980s, but the study found spending $220 million on such a span would be questionable because it would be costly and fail to significantly improve traffic congestion. Actually, with a toll, the bridge would cause more congestion, the study found.

Intel "That's not going to fix the problem," Parkin said.

As400 NJ Transit is building a rail storage yard in Morrisville, Pa., but the commission's report recommended extending passenger service from Trenton into Pennsylvania. Such service, it found, would serve 1,610 riders per day and help ease bridge traffic.

Averatec Spalinski said the commission endorses the idea but cannot build it. "We are not a transit agency," she said.

Hardware George Warrington, NJ Transit's executive director, has said the deficit-ridden agency's priority is spending money on fixing what is has, not on new projects. That feeling was echoed yesterday.

Dual Xeon "It's great to have new service, but it's also important to maintain the service that you do provide," Rasmussen said.

Storage Rasmussen said Jamie Fox, New Jersey transportation commissioner, is interested in the proposal calling for park-and-ride lots.
