Site Plan OK'd For 100-Unit Complex

Laptop Battery After nearly a year of sometimes heated hearings, a divided Planning Board has approved the site plan for a controversial 100-unit apartment complex.

According to the indictment, Jones would steal various IBM and Penguin computer servers from Verisign's warehouse in Virginia and sell them to Johnson. Johnson would then sell the servers to several individuals, who would sometimes place them for sale on eBay. Laptop Computers Those in the majority said that despite objections about density, safety, and environmental impact, the board had no choice but to approve University Heights' proposal on six acres along Old Mill Road.

Laptop Computer After University Heights announced plans to build on the property, the borough tried to condemn the land and preserve it as open space. Lenovo Board members Michael Friscia, Joseph Cobuzio, and Linda Allen, who is also a councilwoman, dissented.

Hard Drive "It's just a mess," Friscia said of the plan. He said it doesn't provide enough parking and has an inadequate trash-disposal plan.

Travelstar Some opponents of the project maintain it would damage the nearly 100 acres of open space, including wetlands, that surround the site. They said storm-water runoff would seep into wetlands, and animal habitats would be disturbed.

Gateway "We've always thought this was bad planning and that the settlement agreement didn't require approval of bad planning," said resident Tom Lambrix.

Laptop Parts University Heights representatives have said the project would have state-of-the-art storm-water retention and drainage systems. They dispute claims that threatened species live on or near the site.

Software Steven Katz, a managing member of University Heights who attended Monday's meeting, declined to comment. Joseph Forgione, another University Heights principal, who was appointed to the New Jersey Sports and Exposition Authority last year by Senate Co-President Richard J. Codey, D-Essex, couldn't be reached for comment.

Hard Drives State officials still need to review the plan because it calls for a road to be built to the 10-building complex through a 2,500-square-foot tract protected by the state Green Acres program.

Electronics The Statehouse Commission, a panel that reviews the sale and transfer of state-owned property, is scheduled to meet Monday. A DEP spokeswoman couldn't say Tuesday whether University Heights would be on the agenda.

Canon The DEP has also said the developer's wetlands permit, obtained in 1993, has expired. The project's opponents interpret current wetlands buffer regulations to be stricter.

Desktop Pc University Heights attorney Neil Yoskin said the developer doesn't need a new permit, and added that even if his client has to get one, there would be no impact on the proposal.

Desktop Computers One resident said the proposal calls for the sort of development Governor McGreevey set out to stop with his anti-sprawl initiative.

Think Pad "McGreevey should pay attention to what is going on here," said Ann Marie Miller.

Repair Katz, of University Heights, has also invoked the governor's programs. "McGreevey's Smart Growth Initiative calls for development in areas in which growth is favored under the State Development and Redevelopment Plan," Katz wrote to The Record last year. "Franklin Lakes is one of these areas."
