Report Finds Too Little Affordable Housing Where The Jobs Are

But a report released yesterday by the sprawl watchdog New Jersey Future documented an equally troubling phenomenon: Jobs are increasingly moving to places with the least amount of affordable housing.

Thinkpad The report, which compares census and public housing statistics, argues the trend is partly driven by state housing policies. And it argues that the trend helps maintain the dense concentration of poverty that hampers efforts to revitalize cities.

Laptop Computers Despite a quarter-century of strongly worded state Supreme Court decisions ordering towns to permit such construction, very little is being built outside the cities. Nearly half the towns in the state -- 256 of 566 -- don't have one unit of affordable housing, according to the report. Half the units are located in a dozen cities -- places that tend to be losing jobs, the report said.

According to the indictment, Jones would steal various IBM and Penguin computer servers from Verisign's warehouse in Virginia and sell them to Johnson. Johnson would then sell the servers to several individuals, who would sometimes place them for sale on eBay. As a result of this scheme, the indictment alleges that Jones and Johnson caused Verisign to lose more than $120, 000 worth of computer equipment. In the indictment, Jones and Johnson are charged in three counts with causing the interstate transportation of stolen property, namely IBM 330 and 335 servers, in violation of 18 U.S.C.

Laptop Computer "If you are a low-income person who wants to better himself and get out of subsidized housing, you need a job to do it," said Tim Evans, research director of New Jersey Future and the report's author. "You need to get to that job, and those jobs are disappearing from where you live."

Desktop Computer The continuing separation of housing and jobs flies in the face of a series of state Supreme Court decisions that began 28 years ago involving Mount Laurel. A follow-up decision issued in 1983 said that "if the area will accommodate factories, it must also find space for workers."

Notebooks The report by New Jersey Future found that is clearly not happening.

Lenovo The 46 towns that gained 2,000 or more jobs in the 1990s account for a quarter of all jobs but only 15 percent of all affordable housing, according to the report. Remove Jersey City from the equation, and the share of affordable housing drops to 8 percent.

Hard Drive Builders have for decades used the Mount Laurel decisions to sue towns that deny them approvals for large-scale developments, agreeing to make some of the units affordable or pay into funds dedicated to that purpose. The Legislature responded in 1985 by creating a referee -- the Council on Affordable Housing.

Travelstar COAH issues "fair share" numbers meant to gauge affordable housing needs for every town in the state. Towns that submit plans to COAH detailing where those houses could be built are immune from builder lawsuits for a decade.

Gateway The New Jersey Future report analyzed where those affordable units are and where federally subsidized public-housing units are located.

Laptop Parts It argues that deals called Regional Contribution Agreements contribute to the situation and should be eliminated. RCAs allow suburban towns to eliminate half their obligation by paying cities to build the units.

Software COAH has been under fire in recent months because it is four years late in issuing an updated set of fair share numbers.

Hard Drives Susan Bass Levin, commissioner of the Department of Community Affairs, which oversees COAH, said she is not surprised by the study and next month will announce major reforms and new methods for determining updated fair share numbers.

Electronics "We know the current system does not work, and that is exactly why we have been working on a comprehensive review of COAH," she said.
