Northeast States Fear More Power Plant Pollution

Laptop Battery Nine Northeast states on Tuesday urged the Bush administration to keep intact current federal air pollution rules for power plants, pledging if necessary to sue the government from weakening regulations designed to cut smog, acid rain and respiratory disease.

One of the biggest causes of New Jersey's pollution, which we don't even have control over, state pollution. We are an eastern state, and all pollution that states west of us generate eventually makes its way to New Jersey. What outside pollution does Oregon, Washington or California have to worry about It's not like the Pacific Ocean is generating a lot of it. We have pollution coming over from coal and manufacturing plants in Indiana, Western states. burning restrictions or car inspections.

Thinkpad The attorneys general of New York, Connecticut, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, Rhode Island and Vermont feared the White House was planning to roll back air quality rules that would have a ``devastating impact'' on public health in Northeastern states.

Locke described the bill as having the strongest standards in the nation for new power plants, which he said are the No. 1 source of carbon dioxide pollution. The legislation, which gives the force of state law to rules Locke issued last fall, requires future power plants to offset 20 percent of their carbon dioxide emissions by planting trees, powered buses or taking other steps to curb pollution. Existing plants will not be affected.

Microsoft The Bush administration is widely expected to announce later this month changes in air pollution rules for U.S. power plants that expand or make other major modifications.

According to the indictment, Jones would steal various IBM and Penguin computer servers from Verisign's warehouse in Virginia and sell them to Johnson. Johnson would then sell the servers to several individuals, who would sometimes place them for sale on eBay. As a result of this scheme, the indictment alleges that Jones and Johnson caused Verisign to lose more than $120, 000 worth of computer equipment. In the indictment, Jones and Johnson are charged in three counts with causing the interstate transportation of stolen property, namely IBM 330 and 335 servers, in violation of 18 U.S.C.

Laptop Computers The Environmental Protection Agency (news - web sites) (EPA) has been working on an overhaul of the Clean Air Act's so-called ``new source review'' rules. The rules, which were strictly enforced by the Clinton administration, require electric power plants and oil refineries to install expensive pollution control equipment when they make significant modifications or repairs to the facilities.

Laptop Computer The energy industry, which was a major backer of George W. Bush's presidential campaign, has lobbied hard for relaxing the rules. Utilities say the change will allow them to meet rising power demand without incurring expensive pollution controls.

As a recent Press editorial so ably pointed out, New Jersey and the Northeast may not get the clean air to which we are entitled. The 1970 Clean Air Act, fired plants in the Midwest and South to install new pollution controls when plants underwent major modifications, is being circumvented. The plant owners have gotten around the intent by just letting the plants continue to run, even though they are inefficient, in order not to clean the air. The law has a loophole that has to be closed.

Desktop Computer Green groups contend any relaxation in the Clean Air Act rules would harm the environment.

Notebooks The issue pits the Northeast against the Midwest, which has many aging coal-fueled power plants and prevailing winds that blow the pollution across state lines.

Electronics The approach would trigger a need for compliance with the Clean Air Act only if a power plant makes upgrades above a certain monetary limit. It would also allow plants to set a threshold for emissions, based on the highest yearly output level in the last 10 years, above which they would be required to install new pollution equipment, the sources said.

Canon CONCERN OVER ROLLBACK

Desktop Pc The New York Times reported Tuesday that top federal regulators have recommended to the White House's Council on Environmental Quality that the current rules be relaxed.

Desktop Computers Administration officials told the newspaper the White House was caught between pressure from industry and concern that relaxing the rules would trigger criticism that Bush was too eager to help energy interests.

Think Pad Christine Todd Whitman (news - web sites), the EPA administrator and former New Jersey governor, favors stricter requirements than those backed by Energy Secretary Spencer Abraham (news - web sites) and Vice President Dick Cheney (news - web sites), the Times said.

Repair Several northeastern states are involved in federal lawsuits filed by the Clinton administration against coal-burning power plants for allegedly violating pollution rules. The Bush administration has been reviewing the cases for several months.

Data Recovery The chairmen of the Senate Environment and Judiciary Committees announced Tuesday they will hold a joint hearing on the administration's plan to change the clear air rules to review whether the public health and the environment would be damaged. No date has been set for the hearing.

Cisco ``I am particularly concerned that this administration's actions may degrade air quality in the Northeast and across the nation,'' said Sen. Jim Jeffords, head of the environment panel.

Keyboard ``This rollback would boost power plant pollution, and New England and other downwind regions would reap the worst of it,'' said Sen. Patrick Leahy, who chairs the judiciary committee. ''It would show a preference for bigger industry profits at the expense of Americans' air quality, environment and health,'' he added.''
