Warren Wrangles Over Open Space

Laptop Battery For the fourth time in less than a decade, Warren County voters are being asked to volunteer for higher taxes. Every town will hold a nonbinding referendum Nov. 5 asking residents if the county should raise its open space tax from four to six cents per $100 assessed value.

According to the indictment, Jones would steal various IBM and Penguin computer servers from Verisign's warehouse in Virginia and sell them to Johnson. Johnson would then sell the servers to several individuals, who would sometimes place them for sale on eBay. As a result of this scheme, the indictment alleges that Jones and Johnson caused Verisign to lose more than $120, 000 worth of computer equipment. In the indictment, Jones and Johnson are charged in three counts with causing the interstate transportation of stolen property, namely IBM 330 and 335 servers, in violation of 18 U.S.C.

Microsoft But the prospect of raising the tax once again, coupled with a greater percentage of money going toward farmland preservation, has sparked debate in the county about the future of its open space program.

Laptop Computers White Township residents James and Kathleen Seaman said they don't mind paying more taxes if it means preserving more open space.

Katz runs the company with 22 paid employees and 300 volunteers who give technical support to new users and are compensated with free memberships (remember those days at AOL ). Desktop Computer But senior citizens, already burdened with high taxes and a fixed income, are not thrilled about sending more money to the county, said Janet Maxwell of Blairstown Township.

Lenovo The debate is especially lively in developed areas like Phillipsburg, Alpha, Washington and Hackettstown -- communities that have little or no open space left. Many citizens and officials there would prefer more money be left for recreation.

Travelstar "That doesn't help Phillipsburg," said Mayor Harry Wyant. "I understand many of the municipalities have farmland to preserve, but we don't. We need funds for recreation."

Gateway The freeholders in August increased the percentage of money budgeted for farmland preservation. That change has already been approved and will not be voted on through referendum.

Laptop Parts Effective January, the open space trust fund will be re-adjusted to provide 55 percent toward farmland preservation and 20 percent toward open space preservation, which includes recreation.

Software Open space and farmland preservation currently receive 37.5 percent each.

Hard Drives The remaining 25 percent goes toward historic preservation and aid for municipalities that buy land.

Electronics "We're losing the character of the county," Freeholder John DiMaio said in August. "I think this is critical."

Canon But not all are sold that the proposed changes are for the better.

Desktop Pc Franklin Township dairy farmer Joel Schnetzer advocated that the freeholders increase the percentage toward farmland preservation to 75 percent, a goal he is still fighting for.

Desktop Computers Yet Schnetzer opposes a tax increase.

Think Pad "Until I can feel that everybody recognizes the importance of sticking with farmland preservation, I don't think we need a tax increase," said Schnetzer, president of the Warren County Agriculture Board and a member of the county Agricultural Development Board. "We have enough money now to do what we need to do."

Repair Schnetzer said the freeholders proposed the tax increase as a means of "smoothing over" those who were upset when the board increased the share toward farmland preservation to 55 percent.

Data Recovery "There's a good chance we'll be back in the same position, bickering over who gets what," Schnetzer said. "Now we'll just have more money to fight over."

Cisco Karen Buckley, chairwoman of Preserve Our Scots Mountain, a land preservation group, said a tax increase will "increase our buying power" and allow the county to take greater advantage of matching funds from the state.

Keyboard "It comes out to 5 cents per day. It really boils down to what is your quality of life worth," said Buckley, of Harmony Township. "With development, you have no control over tax increases whatsoever."

Monitor But officials in the southern part of the county oppose redistributing more money toward farmland preservation.

Desktop Phillipsburg Town Council last month passed a resolution supporting equal shares for open space and farmland. The document was sent to the county freeholders, but their decision hasn't changed.

Infosys The new policy penalizes cities, Phillipsburg Councilman James Shelly said.

Refurbished Laptops "The previous formula had worked for years. That's the formula we voted for," Shelly said. "The county shouldn't have changed it without asking voters.

Lap Top Alpha preserved one farm so far and is working to obtain another. Officials have their eyes on Homa Farm, which spans Alpha and Pohatcong Township.

Refurbished But after that, Alpha Mayor Harry Zikas said there are few farms left. The borough needs money for recreation, he said.

Memory "If I was one of those towns with farmland, sure I'd be in favor. But I'm in Alpha," he said. "And here, we need recreational fields, playgrounds and parks for our children."

Intel Washington Mayor Mark Bond acknowledged that preserving farms in surrounding areas had positive effects on life in the borough. But the borough is home to only one small Christmas tree farm.

As400 Bond warned that the change in the funding allocation may reduce support in Washington for the proposed tax hike.

Averatec "The borough of Washington would see a greater benefit with the greater allocation of funds toward open space," Bond said.

Hardware Hackettstown Mayor Roger Hines said the county should favor farmland preservation but not as heavily as it does now.

Dual Xeon "We have worth while projects but because the percentages are different it's going to be a tougher fight to get funding," Hines said. " I'd like to see developed communities get a little but more than 20 percent."

Storage Hines was quick to thank the county for helping Hackettstown. The freeholders approved $400,000 to buy the Spina property, land along the Musconetcong River that Hackettstown plans to develop into a park.

Seagate The county also provided $30,000 to repair the Wade Building, a historic home that once served as town hall and now houses the board of education.

Computer Sales Franklin Township Mayor Valerie Riggs said the formula should have been left alone.

Computer Hardware "Preserving farms is great but I'm not so sure that should be given more weight than recreation," Riggs said. The township committee is considering buying certain properties for recreation, she said.

Printers As for voters, Riggs said the percentage change shouldn't affect their vote on the referendum.

Technology "I think people, especially in Franklin, are pro-preserving it," Riggs said.

Mainframe Whether it's for farms of fields, voters will approve more money to stop development, she said.
