Corzine's Chemical Bill Blocked

Laptop Battery The chairman of the Senate Appropriations Committee on Wednesday blocked U.S. Sen. Jon Corzine from launching a debate about the public safety of chemical plants, chemical storage sites and refineries.

According to the indictment, Jones would steal various IBM and Penguin computer servers from Verisign's warehouse in Virginia and sell them to Johnson. Johnson would then sell the servers to several individuals, who would sometimes place them for sale on eBay. As a result of this scheme, the indictment alleges that Jones and Johnson caused Verisign to lose more than $120, 000 worth of computer equipment. In the indictment, Jones and Johnson are charged in three counts with causing the interstate transportation of stolen property, namely IBM 330 and 335 servers, in violation of 18 U.S.C.

Thinkpad U.S. Sen. Ted Stevens, R-Alaska, objected to Corzine's chemical safety amendment, which the New Jersey lawmaker wanted to add to President Bush's $74.7 billion budget for the war in Iraq.

Microsoft Corzine, D-N.J., would compel companies to use less volatile compounds at sites near population centers if the use of different chemicals would reduce the risk of a lethal accident or a deadly terrorist attack.

Senate Majority Leader Tom Daschle ( S.D.) on by amending the homeland security bill (whose language will be finalized today) with a provision by Sen. Jon Corzine ( N.J.). It would beef up security at plants containing hazardous chemicals while guaranteeing the public the right to such basic information as which chemicals are there.

Laptop Computers A Senate environmental policy committee in July approved Corzine's bill last July, 19-0. The measure never came to a floor vote. It was killed before the Senate could take it up.

"Computer industry analysts estimate that some 60 percent of all corporate data exists only on desktop and laptop computers, " said Walter Scott, CEO of Acronis. Desktop Computer Republicans who had voted for the bill in the Environment and Public Works Committee reversed themselves and blocked the measure from coming to the Senate floor.

Notebooks Corzine in Wednesday's floor debate noted that, according to the General Accounting Office, there are 123 chemical plants in 24 states that, if attacked, could put 1 million people or more at risk of injury or death. Eleven of the potential targets are based in New Jersey.

Lenovo "The bottom line is, a year and a half after Sept. 11, there still hasn't been a serious response" about the threat to chemical plants, Corzine said.

Hard Drive The Department of Homeland Security in a Feb. 12 warning to law enforcement authorities reported that "chemical plants remain viable targets," Corzine said. In spite of this warning, the Bush administration has not yet written or released chemical safety legislation, and it has not engaged Corzine in any talks about his bill.

Travelstar Corzine is trying to sweeten the pot for his industry foes, proposing to have the government distribute up to $50 million to companies that must discontinue use of one hazardous chemical in favor of a safer one.

Gateway The core provisions of Corzine's 2002 bill remain, and industry opposition seems assured again.

Laptop Parts Corzine would direct the Department of Homeland Security, in consultation with the Environmental Protection Agency, to identify plants or storage sites that constitute potential terrorism targets.

Software The senator would have the two agencies consider the potential harm an unplanned release would cause and the proximity of plants and storage sites to cities and towns.

Hard Drives Companies that own high-priority sites would be compelled to assess the vulnerability of their facilities; identify hazards associated with an accident or a terrorist assault; and prepare plans to reduce the likelihood of chemical emergencies.

Electronics If possible, they would be compelled to employ less volatile compounds than the ones they use now. Corzine listed chlorine, ammonia and hydrogen chloride as substances he was worried about.

Canon Chemical producers contend they are voluntarily taking care of any security problems. They want to prevent the EPA, headed by former New Jersey Gov. Christie Whitman, from playing any role in federal anti-terrorism policy.

Desktop Pc "We work with the EPA all the time, but it's not a security agency," said Kate McGloon, spokeswoman for the American Chemistry Council. "... You have to step back and say, where's the value added in giving this to a government agency whose job is not chemical product safety?"

Desktop Computers Stevens on Wednesday refused to waive the Senate rules and let Corzine's amendment be debated as a legislative matter to an appropriations bill.
