EPA Considers How To Safeguard Superfund Site In S. Plainfield

Laptop Battery Representatives from the federal Environmental Protection Agency reviewed several remediation and redevelopment options for a Superfund site in South Plainfield last night.

EPA is making significant progress in cleaning up the nation's hazardous waste by adding 12 final sites to the Superfund National Priorities List (NPL). In its Land Revitalization Agenda announced earlier this year, EPA made a commitment for revitalization and reuse to be a part of planning at every Superfund site.

Thinkpad The EPA said the contaminated soil in the Cornell-Dubilier Electronics Inc. site can be capped off from human exposure, left alone, excavated or molded into a cement the EPA says would trap the contaminants.

That's why the seemingly dry and political struggle going on in the Senate over whether to confirm former Utah Gov. Mike Leavitt as the EPA's next administrator should matter to all Californians. Like former EPA Administrator Christie Whitman, who resigned four months ago, Leavitt is considered a moderate. So far, senators have unfortunately let Leavitt dodge questions about the administration' fired power plants, its orders to slow down Superfund toxic site cleanups and reversal of the president's campaign pledge to regulate carbon dioxide emissions.

The site, which houses 18 industrial buildings and is bordered by residences and commercial businesses, was designated a Superfund site in 1998 -- 12 years after the EPA first discovered contamination in the soil.

The PCBs buried in river sediment are considered by EPA to be a probable carcinogen and a risk to people who eat fish from the Hudson. Congress enacted the Superfund law after the Love Canal toxic waste scandal in the 1970s as a way to require polluters to pay for cleanups even if a site was sold or is no longer operating. In its lawsuit, - the Hudson River and former factories in Hoboken, N.J. and Milford, N.H. - where it is involved in Superfund cleanups.

Laptop Computers More recent testing in 1994 confirmed the presence of polychlorinated biphenyls in the soil and water. The EPA found PCBs in soil, the waters of the Bound Brook and dust in the 18 buildings.

According to the indictment, Jones would steal various IBM and Penguin computer servers from Verisign's warehouse in Virginia and sell them to Johnson. Johnson would then sell the servers to several individuals, who would sometimes place them for sale on eBay. As a result of this scheme, the indictment alleges that Jones and Johnson caused Verisign to lose more than $120, 000 worth of computer equipment. In the indictment, Jones and Johnson are charged in three counts with causing the interstate transportation of stolen property, namely IBM 330 and 335 servers, in violation of 18 U.S.C.

Desktop Computer "Short-term adverse health effects are not expected from exposure to the levels of PCBs seen in the indoor dust and surface soils sampled at the homes across the street from the Cornell-Dubilier site," according to an ATSDR statement.

Notebooks But more than three years and $845,000 after the EPA, the CDE and former site owner Dana Corp. removed soil from 13 homes near the site, the present contamination is still a threat to residents, claimed a Middlesex County environmental watchdog group last night.

Lenovo Edison Wetlands Association representatives said the site has a high and dangerous concentration of PCBs -- 8,300 parts per million in its highest area of concentration.

Hard Drive "This is very contaminated, especially with residential houses 150 feet away," said EWA program coordinator Allison Speiser.

Travelstar Peter Mannino, EPA project manager for New Jersey, declined to comment on whether 8,300 parts per million is a comparatively high concentration.

Gateway According to the New Jersey Department of Environmental Protection, the PCB remediation criteria for an industrial site is 2 parts per million.

Laptop Parts Mannino said length of exposure to PCBs determines the safety hazard but added, "there are levels at the site that potentially pose a threat that need to be addressed."

Software Speiser said the PCB levels at the site dictate excavation. Capping off the area is not a permanent solution to the problem, she added.

Electronics EPA representatives said the options are open and will be made with public input.

Canon Mannino said the EPA will have a remediation plan for the CDE site by September.
