Desktop Computer Florham Park has maintained that the Exxon tract is not a site of significant aquifer recharge so development will not impact the region's water supply. And municipal land-use law, officials said, will not allow the borough to reject a developer's application based on traffic impact alone.

The borough subsequently modified the ordinance to impose limits on the amount of the tract that could be covered. The new ordinance states 40 percent of the south side of the property and 25 percent of the parcel overall can be developed.
Lenovo The amended suit says Florham Park's modified ordinance requires developers to submit a storm- water-runoff management plan that would reflect the standards the borough "will be adopting" to comply with state storm-water management rules.

Travelstar Experts brought by the neighboring communities to the public hearing had urged the borough to put the words "no net runoff" in the ordinance, meaning the developers would have to return all runoff created by their development to the ground.
Gateway Florham Park Borough Council President Frank Tinari said he was "disappointed" that the neighboring communities "haven't seen that we've made real effort to listen to their concerns in the revisions that we made to the ordinance. I am also confident that our experts can show the judge that their concerns are really being addressed."
