The feds have control because the birds are still considered migratory critters even though many long ago gave up commuting and took up year-round residence at golf courses, corporate campuses and municipal parks.

Travelstar Kokel acknowledged New Jersey is capable of deciding when and where hunting is safe. However, he said his agency is concerned that too many migrating geese would be killed if the regulations are eased too much.
