For Watchdog, River Cleanup's A Clear Success

Thinkpad At the helm of the green-and-cream colored work boat, Andy Willner, the baykeeper for the Hudson-Raritan estuary, squints at the big bird.

According to the indictment, Jones would steal various IBM and Penguin computer servers from Verisign's warehouse in Virginia and sell them to Johnson. Johnson would then sell the servers to several individuals, who would sometimes place them for sale on eBay. As a result of this scheme, the indictment alleges that Jones and Johnson caused Verisign to lose more than $120, 000 worth of computer equipment. In the indictment, Jones and Johnson are charged in three counts with causing the interstate transportation of stolen property, namely IBM 330 and 335 servers, in violation of 18 U.S.C.

Laptop Computers To Willner, a conservationist who has sailed the waters around New York Harbor since he was a boy, the bird is a small but important indicator. The long-polluted industrial river is changing; life is beginning to return to the lower Passaic.

Stretching 90 miles through 45 municipalities in seven counties, it journeys past the upland swamps and wetlands that drain into it, through suburban communities, over the Great Falls of Paterson and finally into Newark Bay. It is a source of drinking water to millions, and a toilet and sewer by the time it meets up with the bay and ocean beyond.

Notebooks The river has a long history of abuse.

Lenovo Ella Filippone, an environmental activist who heads the Passaic River Coalition, recalls the days when the river would turn bright colors, depending on whether the dye houses in Paterson were using red, yellow or purple.

Hard Drive Even now, when heavy rainstorms overload the sewage system, discharges from several cities regularly foul the river with human and industrial waste.

Travelstar Willner attributes much of the turnaround in the Passaic to the federal Clean Water Act, passed more than 30 years ago, which mandated improved sewer treatment levels and led to significant reductions in what was being dumping into the river.

Gateway He also credits changes at the Passaic Valley Sewerage Commissioners. The authority, which awards millions in contracts to the politically connected and continues to hire the friends and family of commissioners, was long seen as a polluter of the river it was supposed to clean, and was often fined for violations of its discharge permit.

Laptop Parts In the last two years, however, the still highly political agency has become a major force in cleaning up the river.

Software "They have been a star performer," said Bradley Campbell, the commissioner of the state Department of Environmental Protection. "There has been a lot of leadership in getting ahead of the regulatory curve."

Hard Drives Passaic Valley has not failed a serious water quality standard in two years, and has won several awards from the federal Environmental Protection Agency. It has stepped up its oversight and enforcement of industrial plants along the Passaic. The agency also has put money into programs to clean up the banks of the river, and acquired several skimmer vessels to snag floating trash.

Electronics "They're doing a great deal of good," said Filippone. "Passaic Valley was a major polluter into New York Harbor, but they have come a long, long way."

Canon The wastewater that arrives at the Passaic Valley is a toxic brew. The dark river of waste from 1.5 million people in nearly 50 municipalities in North Jersey comes in from underground. It is raised into the plant with six enormous Archimedes screw pumps that lift the slurry-like mixture into a process that will screen, settle and break down the material.

Desktop Pc It's a dangerous place, with heavy machinery, pumps, deadly chemicals and extremes of temperature that range from minus 300 degrees Fahrenheit to high-temperature steam that reaches 420 degrees. In 1991, a worker was crushed in a sludge mixer, after the machine accidentally activated during a cleaning operation.

Desktop Computers It all looks like some infernal machine built to receive the River Styx.

Think Pad Sheldon Lipke, the chief engineer for the facility, said all matter of strange things find their way into the plant.

Repair "We've gotten a car door. Mattresses. Horse hooves. And we get money. If you lost money on the street, it will go into a catch basin and it ends up here. Some guys fight over it," he said.

Data Recovery What remains at the end is used as cover for landfills, or finally pumped out a 5-mile-long pipe into New York Harbor.

Cisco Lipke said the water quality violations of the past were actually a result of lower flows of sewage when many large industrial customers began putting in pre-treatment systems to cut their bills.

Keyboard "Some of our treatment units were not designed to handle the lower load," Lipke explained. The commission has since made major modifications to the plant.

Monitor Howard Golub, executive director and chief engineer of the Interstate Environmental Commission, which monitors discharges into New York Harbor, said Passaic Valley is doing a credible job these days.

Desktop "They are doing a lot better at removal than they were years back, but they have a mixed influent coming in and quite a few toxic materials that have to be dealt with," he said. "It's a big plant and they have a big job."

Infosys Yet not all are so approving. In a massive lawsuit filed by Spectraserv Inc., a Kearny sludge removal firm, Passaic Valley has been accused of perverting the regulatory process through round-the-clock inspections and monitoring, in an effort to compete with the private company.

Refurbished Laptops According to the lawsuit, Passaic Valley stationed two of its inspectors in the street outside the Spectraserv plant for 24-hour sampling tests, issuing more than two dozen violation notices.

Wipro Other industrial users privately voice similar complaints, saying Passaic Valley is overzealous in its enforcement.

Lap Top Even with the cleanup, the Passaic River has other serious problems.

Refurbished Six of the cities served by Passaic Valley use so-called "combined sewers" that combine storm water and wastewater systems. During dry weather, all the wastewater from the combined sewers goes to the Passaic Valley Sewerage Commissioners for treatment. When it rains heavily, though, the flow is too much for the plant and regulator valves automatically divert raw sewage into the Passaic River.

Memory Lipke said they are working to expand the plant's capacity so that all the sewage is treated.

Intel The river also still holds vast stores of poisons from the past. Aboard Willner's boat, the concrete tomb of the former Diamond Shamrock Chemical Corp. on the shoreline is visible.

As400 The plant site, which manufactured Agent Orange, is capped to prevent leaching of contaminants in the river, but the sediment of the riverbed here is still full of deadly dioxin.

Averatec There is still no cleanup plan, and a battle remains over how the cleanup is going to take place.

Hardware Two miles south of the Statue of Liberty in New York Harbor, Willner idles his boat just off a hexagon stone structure jutting out of the water near the white-and-brown Robin's Reef lighthouse. The structure, which looks like the empty pedestal of a statute, marks the outflow pipe of the Passaic Valley Sewerage Commissioners plant.
